The buyer owns process chemistry, working-volume intent, destination and the award signature. The sourcing desk owns circulating one assumption set and marking missing jacket or nozzle lines. The selected equipment supplier owns feasibility of heat-transfer area, agitator duty, lining scope and the operations actually included. Mixing those three names into one “we will take care of it” sentence is a quote defect we try to keep visible.
Tradeoff
Letting the intermediary pick a winner without a written comparison sheet can speed a meeting and hide a missing lining inspection clause. Letting a supplier rewrite vessel and jacket duties after the first bid can make numbers look aligned when the pressure spaces changed. The slower path—restating psig, °F, sq ft and rpm on every reply—keeps the award on comparable documents.

Who signs SAT when the agitator is run on the buyer’s feedstock rather than water, and who stores lining inspection records after delivery? If those names are blank, the RFQ is not ready for award even when a price exists.
